1/ Going Out to See New Perspectives
9月27日-29日，联合国开发计划署内乡项目社区发展与治理服务“走出去”考察交流活动在四川成都、眉⼭市开展。社区发展与治理活动是河南省减贫与可持续发展示范项目（简称联合国开发计划署内乡项目）系列活动之一，该活动由联合国开发计划署，中国国际经济技术交流中⼼及内乡县人民政府主办，四川海惠助贫服务中⼼承办。内乡县委统战部、⺠政局、农业农村局、乡村振兴局、妇联等多部⻔领导负责带队、内乡县岞曲镇镇委及岞曲镇王井村多名⻣⼲参加了本次考察交流⾏程。
The United Nations Development Programme (UNDP) Neixiang Project— Community Governance and Development Service “Going Out” Investigation and Exchange Activity — was hold in Chengdu and Meishan, two cities of the Sichuan province from 27th to 29th September. Community Governance and Development Activity, as one of the series of activities of Henan province’s poverty reduction and sustainable development demonstration project (i.e. the UNDP Neixiang Project), was jointly hosted by UNDP, the China International Center for Economic and Technical Exchanges, and the People’s Government of Neixiang County; and undertaken by the Sichuan Haihui Poverty Alleviation Center. The activity was led by the Neixiang County Party Committee, United Front Department’s Bureau of Civil Affairs, Agriculture and Rural Affairs, Rural Revitalization, Women’s Federation, and many more bureaus. Attendees of the activity included municipal party committee members from Zuoqu Town, Neixiang County and from Wangjing Village, Zuoqu Town.
社区发展和社区治理示范规划是“河南省内乡县减贫与可持续发展示范项目”的重要产出之一。本次交流访问主要以集体经济、农民合作、妇女自组织培育、社区发展与治理、社区公共服务为主题，结合联合国可持续发展目标框架，期望通过交流访问学习活动，改善岞曲镇集体经济的经营理念和思路，提升妇女参与社区治理的主动性、科学性和可持续性。
Community development and governance demonstration programme is one of the most crucial production of the “Henan province Neixiang county poverty reduction and sustainable development demonstration project”. This activity incorporated the themes of collective economy, farmer cooperation, women self-organization and training, community development and governance, and public community service into the UN’s Sustainable Development Goals (SDGs) framework, expecting to improve the business philosophy and idea of the collective economy of Zuoqu Town, and promote the initiative, scientificity, and sustainability of the participation of local community governance for female participants.
2/ Learn Realities, Start from Experiences, Adjust to Local Conditions
活动中，交流访问团队走访了眉山市青神县、成都龙泉驿区大面街道好日子社区、眉山市青神县罗波乡宝镜村社区大学、成都郫都区广福村、临石村，以及道明镇竹艺村和观胜镇严家湾多地，从妇女参与乡村治理、社区教育和人居环境治理、以产带动社区发展治理等议题出发，进行了深入的学习交流。
In the activity mentioned above, the visiting group has visited Qingshen County, Meishan City; Haorizi Community, Damian Street, Longquanyi District, Chengdu City; Community College of Baojing Village, Luobo Township, Qingshen County, Meishan City; Guangfu Village and Linshi Village, Pidu District, Chengdu City; Zhuyi Village, Daoming Town and Yanjia River Bend, Guansheng Town as well as other places.
During these visits, topics of women’s participation in rural governance, community education, living condition treatment, and industry-led community development and governance were discussed thoroughly.
青神县女当家养殖专业合作社，一开始便采用集体入股的方式招募社员，经过三年多的发展，合作社注册了自己的商标“女当家”，社员由原来的102户增加到122户，股金也从原来的19.55万元增加到现在的30万元。三年来，合作社管理的互助金风险控制良好，无一笔呆滞款，并且实现连续三年分红，分红总额近4万元，有效的推动了当地的集体经济发展。
Adopting the collective investment method in its beginning stage to recruit its members, the Nvdangjia Breeding Professional Cooperative, after three years of development, has registered its own brand as “Nvdangjia”. The number of cooperatives’ members has increased from 102 to 122 households, and its shared capital has raised from the previous 19.55 hundred thousand yuan to the current 30 hundred thousand yuan. Over the past three years, the cooperative had done well in the risk control of its mutual aid fund — no dead loan, and three years of consecutive dividends of the total value of 40 thousand yuan has been received by the members, which effectively accelerated the development of the local collective economy.
“宝镜村社区大学”通过社区大学的项目，培育了更多的自组织和互助小组，有效促进邻里和谐，推进基层社会治理。
Through the community college project, Community College of Baojing Village has cultivated more spontaneous organizations and mutual-help groups, which successfully facilitated neighborhood harmony, and improved the grassroots social governance.
而在广福村，以小韭菜做大文章，突出一村一品，聚焦韭菜（黄）这一主导产业的发展，探索构建农村基层组织、农业合作社、农业产业化企业、农业院校、农民深度联动的“六农联动”机制，推动三产融合发展，取得了初步成效。农民人均收入达到31120元，村容村貌更加美丽。
Meanwhile, Guangfu Village focused on Chinese chives cultivation and take it as the leading industry — “small vegetable but aiming big” — to emphasize the idea of “One village, one brand”. What’s more, the village explored and established “Six Agriculture Collaboration” mechanism which includes rural grassroots organizations, agriculture cooperatives, industrialized agriculture enterprises, agriculture school and farmers. The above mentioned works, along with the boost of integrated development of the three industries conducted by the goverment, has obtained their initial accomplishment: the average farmer’s income achieved 31120 yuan, and the village’s environment became more beautiful.
在临石村，以妇女为主导的“护水队”精神和行动让每一个交流访问成员都竖起大拇指。护水队于2016年10月成立时仅有12名农村妇女，经过四年半的艰辛发展，现有骨干队员80余名，带动多个村庄组建成立“护水队”，开展水源和环境保护工作。
In Linshi Village, the spirit and practice of the woman-led “Water Guard Team” was highly acclaimed by the visiting group. The team was established in October 2016 with only 12 female members. After four and a half years of hardworking and development, the team now has more than 80 core members, which encourages many other villages to form their own “Water Guard Team”to take actions in protecting the water sources and the environment.
结合内乡县吴垭石头村的文旅发展及规划问题，访问团队来到了四川崇州市乡村振兴示范的文旅产业村落，道明镇竹艺村和观胜镇严家湾。竹艺村地处道明镇龙黄村，因国家非物质文化遗产——道明竹编得名。秉承“用文化延续未来、让艺术点亮乡村”理念，通过文化创意、精品民宿、乡村旅游等矩阵式跨界融合，推动了农商文旅体跨界融合发展。
Combined with cultural tourism development and planning issues of Wuya Stone Village in Neixiang County, the visiting team came to the cultural tourism industry villages, Zhuyi Village of Daoming Town and Yanjia River Bend of Guansheng Town, of rural revitalization demonstration in Chongzhou, Sichuan. Zhuyi Village is located in Longhuang Village, Daoming Town. It got the name because of the national intangible cultural heritage – Daoming Bamboo Weaving. Upholding the concept of “perpetuating the future with culture and lighting up the countryside with art”, the cross-border integration development of the agriculture, commerce, culture, and tourism synthesis has been promoted through matric-type cross-border integration of cultural creativity, exquisite B&B (Bed and Breakfast) and rural tourism.
29日，本次交流访问的最后一站，访问团队前往城乡社区治理试点示范社区—成都龙泉驿区大面街道好日子社区。在社区公共空间的规划和功能方面，好日子社区以文化空间、口袋公园、老兵记忆、大面铺子等区域为居民提供各项公共服务，同时还引进商业组织提供低尝的服务弥补公共服务的不足。
On the 29th, the visiting team went to the pilot demonstration community for urban and rural community governance – Haorizi Community in Damian Street, Longquanyi District, Chengdu, as the last station of this exchange visit. In terms of community public space planning and functions, Haorizi Community provides various public services for residents with areas such as cultural space, pocket park, veteran’s memory, Damian Store, while bring in commercial organizations as well to offer compensation service to make up for the inadequacy of public services.
3/Bring Visiting Experience and Development Philosophy back to Village
在交流访问的结尾，访问团队就两天半的行程进行了深度的分享和讨论。来自王井村的妇女代表王保娜感慨道：在两天半的交流访问中，不仅是看到了先进的模式，也看到了村民在社发展治理中扮演的重要角色，现在王井村也有一定的妇女群众基础，这次回去，打算尝试先把妇女骨干的专业化培育作为后续的工作之一，在成都学到的方法融入到王井村的妇女动员工作中来是本次最大的收获。
At the end of the exchange visit, the visiting team had an in-depth sharing and discussion about the two and a half days’ trip. Wang Baona, a female representative from Wangjing Village, expressed that during the two-and-a-half-day exchange visit, she had not only saw advanced models, but also witnessed the essential role villagers played in the development and governance of the community. Now, Wangjing Village also has a certain mass base of women. This time, she intends to make professional training of core v members as one of the follow-up works. The greatest gain of this visit for her was going to integrate the approaches learned in Chengdu into the women’s mobilization work in Wangjing Village.
县民政局局长沈李华表示：这次成都之行，最大的感触就是成都地区活跃的社会组织气氛和扎实的社会工作服务，这些方法和模式在内乡起步较晚，希望回去以后能结合成都的经验去发展内乡的社工队伍和社会组织，更好的推动内乡的社区发展治理与服务。
县统战部长王全洲总结了三点本次交流访问的体会。
Shen Lihua, Director of the County Civil Affairs Bureau, stated that the most touching impression of this trip to Chengdu is the active atmosphere of social organizations and solid social work services. These methods and models started rather late in Neixiang County, he hopes to learn from Chengdu’s experience to develop social workers team and social organizations in Neixiang, so as to better promote community development, governance and service in the area.
Wang Quanzhou, County United Front Work Minister, summarized three points about this exchange visit experience.
1.把乡村干部和社工的精神状态带回去-——“人有精神老变少，土有精神地生金”。希望大家都能以热情和激情投入工作，用爱心和暖心搞好服务，树公心，去私心。
1. Bring back the spirit of the village cadres and social workers – “When people have spirits, the elders look like the youngsters; when the soil has the spirits, the ground will produce gold”. Hope everyone can work with enthusiasm and passion, serve well with love and warmth, and be public-spirited and unselfish.
2.把四川的先进经验带回去——“幸福是奋斗出来的”“耐心和坚持才能成就事业”，鼓励和培育社会组织，结合社会组织的力量，激发内生动力，从改善人居环境做起。
2. Bring back the advanced experience of Sichuan – “Happiness is the fruit of struggle”, “Patience and persistence are the key to success”, encouraging and nurturing social organizations, combining their power to simulate endogenous momentum, starting from improving the living environment.
3.把坚持和恒心带回去—感受到当地的基层干部和社工、妇女自组织成员发自内心的愉悦和幸福，以及持之以恒的精神。围绕项目，从小事、从一个村做起，开展职志愿服务和培育社会组织、社工站，依托项目搭建的平台，做好可持续发展、可经营的服务模式。
3. Bring back persistence and perseverance – felt the pleasure and happiness of local grassroots cadres, workers, and members of women’s self-organization from their heart as well as the spirit of perseverance. Starting from small things, from one village, carry out vocational volunteer services, and cultivate social organizations and social workstations around the project. Develop a sustainable and operable service model relying on the platform built by the project.
社区发展与治理服务，要愿意“走出去”，踏实 “学实际”，经验“回得来”。
Community development and governance services are required to willingly “go out”, steadfastly “learn reality”, “bring back” experience.
据了解，联合国开发计划署内乡项目是联合国可持续发展目标在中国的第一个县域示范项目探索与实践。项目结合十九大精神和联合国可持续发展目标框架，通过加强可持续发展目标在内乡县发展战略中的主流化，提高内乡县政府运用可持续发展目标框架指导资源规划的能力，促进“乡村振兴”，支持内乡县社会经济的可持续发展。
Repotedly, the United Nations Development Programme (UNDP) Neixiang project is the first county demonstration project of the United Nations Sustainable Development Goals (SDGs) in China. The project combines the spirit of the 19th National Congress and the United Nations SDGs framework. By strengthening the mainstreaming of SDGs in the development strategy of Neixiang County, the government of Neixiang County has improved its ability to use the SDG framework to guide resource planning, promote "rural revitalization" and support sustainable socio-economic development in Neixiang County.
